PHIL-AM SPORTS (P.A.S.S.) – RULES AND REGULATIONS
TEAM PARTICIPANTS
Players must be of Filipino and Asian descent with the exception of foreign (Non Asian Descent-maximum 2 players can play anytime and at the same time during the game). With NO height limit for non-asian descent. For Open Division 3 Non Asian Descent with 2 players can only play at the same time and the other player can substitute. For the Masters Division only 2 imports or non Asian descent can play at the same time. For Open Division no age limit. For the Masters Division age limit 40 years old and above.
TEAM UNIFORM
Players should have their own TEAM UNIFORM will be allowed to play, Unless approved by the Tournament chairman / commissioner. With Penalty First Offense Warning Second offense will not be allowed to play. Its through the decision of the Tournament Chairman if players will allowed to play due to uniform issue.
TEAM PLAYERS
MAXIMUM of 12 players will be allowed to play each game. A player has to be Filipino and Asian descent plus 3 imports non asian descent to be eligible to play in the playoffs. "All players must play in the first half of each game; each player must make an appearance in the 2nd half, regardless of the foul situation. Only injury can prevent a player from playing. Abuse of this rules, will result in a forfeit of the game. The coach may be suspended and/or ejected from the league".
PRE-GAME WARM-UPS
1 MINUTE
1ST HALF
20 MINUTES running time including TIME-OUTS and Free Throws.
HALF TIME BREAK
2 MINUTES
2ND HALF
20 MINUTES running time except for TIME-OUTS. The last 2 MINUTES of the second half is STOP time on ALL CALLS, EXCEPT when the score differential is more than 20 POINTS the referee will stop the game in the last 2 minutes.
OVERTIME
2 MINUTES STOP time on all calls plus each team will be allowed ONE time-out. Second overtime will be called as first team to score wins the game and no time out allowed.
TIME-OUTS
TWO (30 seconds) time-outs is allowed for EACH half. UNUSED time-outs in the half cannot be carried over into the other half or in overtime. Time-outs can either be CALLED on the game FLOOR (player), or on the BENCH (coach). Table officials will ONLY stop the time upon the SIGNAL of the REFEREE.
PENALTY / BONUS SHOTS
An automatic TWO free throw shots (not one on one) will be awarded on the 10th TEAM foul.
PEEWEE DIVISION - 12 MINUTES EACH HALF
Will play on a Best of Three Series. Will have a maximum of 8 players each team.
LADIES Division – 16 MINUTES EACH HALF
Will play on an exhibition match. Will have a maximum of 8 players each team.
BANTAM DIVISION – 16 MINUTES EACH HALF
Will play on a Best of Five Series. Will have a maximum of 8 players each team.
TEAM BENCH for open and seniors/masters
MAXIMUM of 12 uniformed PLAYERS and 2 other team officials (Coach, Asst. Coach, Manager, etc) will be allowed to sit on the bench of each team at any game time.
GAME EJECTION
Any player ejected in a game for any reason including unsportsmanlike (Verbal abuse) leading to technical fouls and flagrant foul, has to serve a TWO game suspension before being allowed to play again. And will be escorted out of the facility.
GAME DEFAULT
A ten minutes grace period will be given from the start of the official scheduled game, as determined by the REFEREE. The winning team will be awarded 10 points for the forfeited game. There is no excuse for this as all the games are being held in a FACILITY with time constraints.
PROTESTS
All protests must be done in writing on the back of the official score sheet and must be signed by the coach or team captain of the protesting team and have to be done after the game. It will be ADDRESSED and dealt with solely by the PASS Board of Directors, within a very reasonable time. Eligibility protest has to be done prior to game and players in question should be able to provide proofs upon request. Disputes and other pertinent rules will be decided solely by PASS Chairman and its Board of Directors upon consultation with the head referee. Protests should be done after the game NO PROTEST SHALL BE VALID without written complain after the game.
SCHEDULE OF GAMES
OPEN MENS Division Single Round Robin (20 MINS. each half) - Each Team will be able to play with the top teams advancing into the playoff games and the winning teams advance to the championship. In case of double ties, win over the other will be used and triple or more ties will be decided by points system. Playoffs will be played as single elimination on first round then second round will be per NBA ystem where the higher seeds play the lower seed winners and so on. SENIORS / MASTERS COMBINED will have a double round robin and top two teams play in the Championship.
PEEWEE Division will play Best of Three series or 1 round robin
BANTAM Division will play Best of Five Series
LADIES Division will play Exhibition Match only
ADDENDUM to PHIL-AM SPORTS (PASS) Basketball Rules
PASS Basketball League will be played under the National Federation of High School (NFHS) Basketball Rules and Regulations with the following exceptions:
Length of Games
*PEEWEE: 6 – 11 yrs. Old Co-Ed will play 12 minutes each half running clock and the clock will stop in the last 2 minutes in the Second Half.
*BANTAM & JUNIORS : The 15 & 18 yrs old and under will play 16 minutes running clock and the clock will stop the last 2 minutes in the Second Half.
* Overtime: If at the end of regulation both teams are tied each team will play a 2 minute overtime period. After the 2nd overtime, refer to the rules on OT above.
Mercy Rule: If a team has a 20 point lead at any point in the second half of the game the clock be stopped during the last 2 minutes of the game (clock will only be stopped for time outs and injuries).
Time Outs
A. Each team will have 2 full time outs
B. During each overtime period one additional time out is added.
C. Game time outs will be for 30 secs. as well as between overtime periods for water breaks.
Coach will decide who will play Rule # 1 Above is not applicable during playoff and championship.
Notes on other rules which are in effect:
1. Bonus foul shots will be awarded on the 7th team foul in each half and double bonus on the 10th foul of each half.
2. Team fouls will be the combination of personal and technical fouls.
3. Total player personal fouls will be the combined total of personal and technical fouls.
4. Two technical fouls on any assistant coach, player, or other personnel sitting on the bench will result in disqualification and ejection from the gym.
5. All bench technical fouls are charged to the head coach; therefore a total of two technical fouls will result in the head coach being ejected from the gym.
6. Three (3) free throws will be awarded to a player fouled in the act of shooting an unsuccessful 3 point shot.
7. Flopping or falling down without contact to draw a charge is now a technical foul.
Please alert all parents, spectators, coaches and athletes of these expectations:
(1) Fans: Support your team!
· No derogatory remarks to opposing players, coaches or teams.
· No personal or derogatory remarks directed at Officials, no loud or continuous harassment of Officials.
· Absolutely zero tolerance for confronting Officials – any physical contact with Officials will involve law enforcement (will be called).
(2) Coaches: We expects our coaches and managers to “set the example” for good behavior, sportsmanship and professional courtesy.
· You may disagree with an Official’s call, do not make your comments personal, angry or derogatory, and once you have made them, drop it!
· Insist that all players and fans demonstrate good sportsmanship toward opposing coaches, players and Officials.
· Insist that all of players shake hands after the game and demonstrate grace in winning and dignity in losing.
· Do not teach, tolerate, or allow taunting of other teams, “trash talking,” or foul language at any point.
· Lead by example: compliment good plays by opposing players, shake hands with opposing coaches before and after the game, and do not get confrontational with Officials or opposing team.
(3) Athletes: Show respect toward Officials, other players and other coaches.
· Do not engage in any form of derogatory comments, “trash talking,” foul language, or taunting, regardless of the score.
· Do not engage in “fighting,” as this will result in your ejection from the game and suspension for the remainder of the season.
· Do not leave your bench, and encourage all other players to stay on the bench if any disruption occurs.
· Shake hands with opposing coach before the game and with opposing players and coaches after the game, demonstrating grace in winning and dignity in losing.
(4) Penalties:
Coaches: A coach ejected from one game will automatically be suspended from the next game; a second ejection during the Season will result in an automatic suspension for the remainder of the Season, subject to the coach’s right to an Appeal; serious misconduct could result in additional discipline.
Athletes: An ejection for two technical fouls will result in an automatic suspension of an athlete from their next game, and possible further discipline. A second ejection for two technical fouls during one Season will result in a suspension for the rest of the season, subject to the athlete’s right to an appeal. An ejection for fighting will result in the suspension of the athlete for the rest of the season; subject to the athlete’s right to an appeal.
Fans: Ejection from a game for misbehavior will result in your suspension from attending the next game; a second ejection from a game will result in your suspension for the rest of the Season. Any physical contact or verbal abuse with a game Officials, coaches, tournament Officials, or opposing players or parents will cause law enforcement to be brought in for possible criminal prosecution, and you may be permanently banned from attending games.
All: Continued misconduct by a team, or its Coaches, Managers and/or fans, as a last resort, can result in forfeit.
